God rules over spirit beings of various ranks and powers. All the spirit beings are created beings of God, God calls these to account and confronts them for their actions. There is a “council” of these spirit beings; however, it is noteworthy that even though God’s council is around Him, merged with Him lets us know that none of God’s council is as powerful (or “mighty”) as God.
